Ilhéus Mini-Public: citizenship, mobility and alternative transport

The Ilhéus Mini-Public: citizenship, mobility and alternative transportat was a pilot project of Delibera Brasil in collaboration with the Instituto Nossa Ilheus, organized in the city of Ilhéus in Bahia to debate the municipal regulation of moto-taxis as well as the alternative transportation ("lotação") in the framework of the "Mobility Week". A Content Group was first formed with representatives of different departments within the municipality and of various stakeholders interested in the subject, including trade unions, professional associations and neighborhood organizations. They determined the content of the information block that provided the citizens participating in the mini-public with comprehensive aspects of the topic before the deliberation. For the deliberative instance, 9 citizens, 5 women and 4 men, aged 23 to 83 years old and who lived in different neighborhoods of the city, were elected. The Mini-Public was composed of an informative session, a pre-deliberation stage and a deliberation day. It culminated with the preparation of a document listing agreements and disagreements on each proposed thematic block. In 2018, these recommendations were partially incorporated into the local regulation of moto-taxi activities.
